What We Do

Rwanda has the highest percentage of women in parliament in the world — 64%. But that number alone doesn't tell the story. Women in Rwanda didn't just win seats. They led ministries, passed laws, rebuilt a nation after genocide, and transformed governance from the ground up.

The lesson isn't just about Rwanda. It's about what happens when women lead — and what it takes to get them there. You can't be what you don't see. And you can't run for office, lead a civic organization, or drive policy change if no one is investing in your development as a leader.

Global Gain's democracy leadership work trains women and underrepresented leaders at every level — from local civic engagement to international governance. We believe leadership development is not a luxury. It is infrastructure.

The full democracy pipeline includes campaign managers, field directors, communications directors, policy analysts, C3 coordinators, voter education organizers, and policy staff. These are the people who make it possible for candidates to run, win, and govern.

The DNC's own post-election autopsy described the current system as a “seasonal, churn and burn ecosystem.” After 2024, thousands of democracy professionals found themselves unemployed. The pipeline was hemorrhaging talent.

Global Gain responded. At RootsCamp 2025, we provided 150 scholarships — many to attendees who were unemployed. The Federal Workers Alliance for Democracy (FWAD) was born there. Internationally, the Intwari apprenticeship in Rwanda (now in its 3rd cohort) builds the next generation of democracy professionals.

Democracy deserves the same investment in people infrastructure that every other sector takes for granted.
